Education of the base is primary education in which elementary matters of education are introduced to the children within the age of ten . In a county where 56% people are illiterate the importance of this primary education is very great. Primary education has rightly been made compulsory. The gross objective is that the future generations will not remain outside the light of education. Naturally education is getting priority in Government policy. The highest amount of Budget allocation has been made free of cost up to class eight. Primary education is beset with many problems at present. The number of school is still insufficient. There are still many villages which do not have any primary school. Another related problem is the unproportionate ratio of the teachers and the students. The biggest problem is with the teachers themselves and the lack of methods and techniques appropriate for the students. There is an acute shortage of teachers who are creative full of initiative, and wholly dedicated to the life of teaching. As a result the methods and techniques appropriate for the children are not being applied and the yield is being poor both in quality and quantity. It is true that literacy is higher in towns than in villages and in respect of males then in respect of females students. So priority of compulsory primary education should be given to rural areas and girls. We are nurturing great hopes with the compulsory primary education programme of non formal type > in order to implement the expectation of education for all be the year 2015 and to make its compulsory education successful suggestions of the experts may be taken.
